INVITATION TO TENDER FOR THE REPLACEMENT OF THE AUDIO-VISUAL (AV) SYSTEM AT THE HIGH COMMISSION OF THE REPUBLIC OF SINGAPORE IN KUALA LUMPUR

To all Tenderers
You are invited by the Government of the Republic of Singapore as represented by the High Commission of the Republic of Singapore in Kuala Lumpur, Malaysia under the Ministry of Foreign Affairs (“Authority”), to participate in this Invitation to Tender (“ITT”) for the replacement of the audio-visual (AV) system at the Singapore High Commission in Kuala Lumpur (SHCKL).
2 This ITT contains the following:
(a) Covering Letter;
(b) Annex A – Instructions to Tenderers;
(c) Annex B – Form of Tender;
(d) Annex C – Conditions of Contract (Goods and Services);
(e) Annex D – Requirement Specifications; and
(f) Annex E – Draft Form of Agreement.
3 The prescribed Form of Tender and Price Schedule attached to this Covering Letter must be fully completed.
4 Your Tender Offer must be fully completed and submitted in accordance with this ITT. You are advised to read carefully all documents enclosed in this ITT before submitting your Tender Offer.

6 All enquiries are to be made in accordance with Clause 20.5 of the Instructions to Tenderers.
7 A compulsory site briefing will be conducted on Wednesday, 25 March 2026 at 10:00 am (Malaysia Time, UTC +8) at the Singapore High Commission in Kuala Lumpur, 209 Jalan Tun Razak 50400 Kuala Lumpur, Malaysia. Interested tenderers must register for the site briefing via electronic mail to Khoo_Kim_Kee@mfa.sg with full names, identity card/passport number, vehicle registration number and mobile number to the afore-mentioned contact persons no later than 4:00 pm (UTC +8) on Monday, 23 March 2026. Each tenderer may send up to two representatives for the briefing. Please note that attendance at the site briefing is compulsory for the Tender Proposal to be accepted for evaluation. Correspondingly, non-attendance at the site briefing will disqualify the Tenderer’s proposal from further evaluation and award.
8 Your attention is drawn to Clause 3.1 of the Instructions to Tenderers on the medium of tender submission. All proposals must reach the Singapore High Commission by 4:00 pm (UTC +8) on Monday, 20 April 2026.
